Ireland's mineral industry operates within the remit of a long established legislative background which first defines what minerals and mining are, and then sets out the consenting processes that need to be followed to allow for appropriate consideration and assessment of such projects. Broadly speaking, once a project seeks to move beyond the prospecting stage, we require three overarching sequential consent processes to be followed; apply for planning permission, apply for environmental licencing and apply for a mine state licence/lease. These three consents are required to allow the development to take place, to make allowance for control and regulation of the environmental emissions and to allow the working of the mineral. A key aspect to both the planning and environmental applications is the provision of an Environmental Impact Assessment Report (EIAR) and this talk will briefly touch on what is required to pull together these applications.  The Irish planning and environmental permitting system has also interwoven stakeholder engagement into these consenting and assessment processes in slightly  different ways.
